Marine Safety Detachment Massena

 

MSD Massena is located in the St. Lawrence Seaway Development Corporation’s Administration Building in Massena, NY in northern New York State.  The unit’s Area of Responsibility (AOR) extends from the St. Lawrence River International Bridge south along the U.S./Canada International Boarder to Henderson Harbor, NY and extends 3.25 miles eastward from the International Boarder.

 

MSD Massena is a subunit of Sector Buffalo that is responsible for the implementation of the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 as amended by the National Invasive Species Act of 1996 as promulgated in the vessel ballast water management regulations found in 33 Code of Federal Regulations Subchapter O.  Unit personnel work closely with Canadian and U.S. Federal agencies to conduct ballast water examinations onboard all commercial vessels fitted with ballast water tanks entering the Great Lakes through the St. Lawrence Seaway.

 

MSD Massena works closely with Canadian agencies to conduct joint verification examinations of vessel security protocols required by 33 CFR Parts 101 and 104; Marine Transportation Security Regulations (MTSR) of Canada; SOLAS, Chapter XI-2; and the International Ship and Port Facility Security Code (ISPS).


MSD Massena is responsible for pollution response, inspecting two regulated facilities and managing a fleet of 19 small passenger vessels.
