The Sector Charleston Prevention Department is focused on preventing marine casualties and property losses, minimizing security risks, and protecting the marine environment across the Lowcountry.  The Prevention Department is organized into three Divisions (Commercial Vessel & Facility Compliance (aka Inspections), Investigations, and Waterways Management) and includes Detached Duty Office Myrtle Beach.

Commercial Vessel & Facility Compliance (aka Inspections):  

 

Port State Control & Facility Compliance​


Port State Control: Foreign commercial vessels to include Bulk, Tank (Tank vessels must schedule inspections at least 7 days in advance), Container, Passenger, and Gas Carriers.

Facilities: Applies to marine facilities regulated by 33 CFR 105, 126 and/or 154 and includes permits to handle hazardous materials, cargo transfer monitors, as well as container inspections.

Investigations:

The Marine Investigations Program investigates deaths, injuries, property loss, and environmental damage to determine the associated human performance, equipment, and environmental causal factors; investigates merchant mariner negligence, misconduct, incompetence, and dangerous drug use leading to appropriate remedial MMC suspension or revocation; investigates criminal and civil offenses for assessment of civil penalties or referral for criminal prosecution; analyzes trends and risks in the maritime industry.

Waterways Management:

The Waterways Management Division safeguards the Sector Charleston Captain of the Port Zone by minimizing personnel injuries and the damage or loss of property associated with vessel and commercial waterway activities with 370 miles of coastline & major inland commerce routes. Waterways Management fosters close partnerships with the marine industry and local, state, and federal agencies, ensuring navigation safety within Sector Charleston's AOR for a myriad of operations & marine events.

Additionally, the Waterways Management Division oversees the Aids to Navigation (ATON) mission, which consists of one Inland Construction Tender, USCGC ANVIL (WLIC-75301), and three Aids to Navigation Teams (ANT); ANT Georgetown, ANT Charleston, and ANT Tybee. These ATON units are responsible for the aids to navigation constellation, which consists of over 1,500 aids, spanning more than 370 nautical miles of Atlantic Intracoastal Waterway and throughout the Ports of Charleston, Savannah, and Brunswick.

Detached Duty Office Myrtle Beach handles all Marine Inspections, Marine Casualty Investigations, and pollution response between Georgetown, South Carolina and the North and South Carolina border.
